No, it is a passive antenna. It absolutely requires an external transmitter/receiver such as a WiFi Access Point or WiFi Router with a suitable N-connector to function. Its purpose is to transmit and receive the signal from such a device.
Can I use this antenna for my normal 5 GHz home WiFi?
That is unlikely and not recommended. The frequency range of 4.9 - 5.4 GHz does not cover the channels used for public WiFi in many countries (typically above 5.4 GHz). This 5 GHz Antenna is intended for special, licensed, or less congested frequency bands within this range.
What does a vertical beamwidth of 6 degrees mean in practice?
